I was just about to notify you that I have begun developing eArmy for WHD. I am willing to hand it over to you (only ewt) after I am done, but this will most likely not be for a while. It's alot of work to get everything done. I started last night and only got half the mysql db done and only enough php code to show the main army pages (with no mysql db info yet). However, I am developing for vb 3.5. So A.Ah would have a month or so to upgrade if you would like to use my eArmy. It's going to be a vbulletin product.
And Diaz, if a forum has source code modifications it's a ton of work to upgrade from 3.0.x and below to 3.5.x. Upgrading from 3.5.x to 3.5.x is easy because the hook system allows for source code modifications to be input without touching any of the source code. Thus you can overwrite vbulletin files with no worries of loosing your hacks. Not to mention that there are significant template changes in 3.5.x (ajax, inlinemod, etc.) that take many hours to update custom skins.
I doubt vbcore would update it, lol.

I'm sure there is a way to transfer all data, but like stated above from Null and others, it would hella hard to do so.

Depending on how extensive the new system is..there could be data loss..but will try my best not for that to happen.

As long as the table names for the current earmy are not used by vbulletin in 3.5.x the earmy tables would be intact after upgrading, but it would take time to transfer the data to a new table if installing a different version of earmy.
